Are there any documentation for creating custom activity story types to the activity story stream?

Also, would it be possible to filter the activity stream by those custom activity types?

Yes.  Once your story type is installed in the site and enabled in the plugin manager in the control panel, it will show in the filter list of the Activity Story Stream widget.

Also is it possible for users to be able to create their own filters for their activity stream? For example, I want to allow users to be able to filter their activity stream by a list of friends ( a friends list that users can customize themselves).

You could expose filtering options as part of a custom widget, however, the API only supports filtering by a single user (or friends): http://telligent.com/community/developers/w/developer7/28904.activitystories-in-process-api-service.aspx
