&lt;p&gt;Following the January 12 earthquake in Haiti, US Southern Command was charged with coordinating the Department of Defense response in support of the US Agency for International Development, involving the relief efforts of military, government, and non-government organizations. A swift decision was made that the All Partners Access Network (APAN) would be the central communication hub throughout the response.
