Wiki Permissions

We recently upgraded our site to CS2008.5 and now are down to one remaining issue.  We can't get the permissions to work for Wikis.  No matter what choices we make only the administrator can Create a Wiki from the Wiki page sidebar 'Common Links'.  However, within a Group, the members can create and comment on wikis.

Anyone have any ideas where to look?

    I think there's a bit of confusion over what "Create Wikis" is.

    Wikis are the top level and can only be created by Wiki and System Administrators - e.g. on this site there are two wikis - Product Documentation and Sandbox.

    Within each wiki, you have Wiki Pages.  These can be created by users who have the Create permission for a particular wiki.  The Create permission can be defined in the Wiki Administration page of the Control Panel.  When a user can create a Wiki Page, they will see   which they can use to create a new page.
