In the documentation, it states:
Create users, modify user settings, delete users, and start conversations with any user regardless of whether they're a friend or not.
We have turned on the Site_ManageMembership permission for users, but do not see how they can do those functions. The Control Panel access button does not appear on the top, so how do they get to the Membership Administration control panel?
You'll need to add the "Site - Manage Settings" permission to the role too. That is the one that shows the Control Panel link on the front end of the site.
