Telligent Community and Enterprise already incorporate a similar idea by breaking the page into header, footer, and body. Widgets can then be dynamically placed in any of those three areas. The header and footer can be saved for every page on the site while the body is unique to the style of page (i.e. group home page, forum thread, etc).
