Different layout for admin and everyone else

It seems like my telligent 5.0 sp1 renders the site root different for different users. As Admin I get the correct layout, but for everyone else I got an old layout. Is there a setting in control panel I have overlooked or is this a bug in the system?

    Ole, Do you mean the dashboard/homepage? If so then; log in as admin click "enter edit mode", alter the dashboard widgets as you want all users to see it and then click "save contextually" and then "save as default" then "exit edit mode". not when you log in as any user you will see this layout.
