Unlike the blogs, forums, etc., it looks like the Tag Cloud widget on the calendar page shows all tags across the entire site, not just within the calendar application. Am I missing something or is that the way it is supposed to work?

The calendar uses the standard Tag Cloud widget. That widget does not filter for the calendar application, so yes you will see tags from outside the calendar application.
The tag cloud widget can be customized to include a filter for the calendar application if needed.
