As a developer, is there a Config Setting  I can override to ensure all users Email Settings > Group Notifications Digests to "Do not send a digest" by default?

    You can disable email digest altogether on the Email Settings tab in Control Panel > Site Administration > Setup.

    There isn't an easy way to unsubscribe everyone from email digests.

    Do you not want any email digest to be sent out or just default everyone back to not receiving an email digest but they can turn it back on if they want to?
