What can be edited, where
- As an admin, you can add, remove and arrange widgets in the site header or footer without requiring a custom-coded theme. You can lock widgets so that they can't be edited by group or application owners. If you lock a widget (such as Generic Content in the header) at the site level, the widget will be inherited at the group level and cannot be edited at that level. If you leave such a site-level header widget unlocked, it is not inherited at the group level, but can be added separately at that level.

All allowed widgets are available for use in the footer. The User Hover widget stays in the footer so that it appears when you mouse over users' names.
